Row 2: 2dc in each st across, turn. (14)
Row 3: (2dc in 1 st, dc in next) across. turn. (21)
Row 4: ; (2dc in 1 st, dc in 2) across. (28)
Row 5: Sc in 3 sts, 2sc in next, sc in 2. Hdc in 1 st, 2 hdc in next. (dc in 3sts, 2dc in next) 3 times. Hdc in 2 sts, sc in 1, 2sc in next, sc in 4 sts. (34)

Row 8: Sc in 6, hdc in 5, 2hdc in next. (dc in 4, 2dc in next) 4 times. Dc in 4, 2hdc in next, hdc in 5, sc in last 6.
DO NOT TURN.
Ch1, sc 29 stitches evenly across bottom. Ch1.
Hold both pieces wrong sides together, with wide side of cone matched with flat side of ice cream. Turn so cone side is toward you. Work 1 row of sc through both layers thus: through back loops of cone, and front loops of ice cream. (29 sc) turn.
For frill: ch2, 2hdc in same st. 3hdc in each st across. FO.

If desired, work 1 round of sc evenly around cone part of cloth for a more finished look.
