You'll need:

Yellow tissues;
pencil;
blue tissue;
ribbon.

Instructions

Wind a yellow tissue over a pencil.

Squeeze a tissue and remove the pencil.

Make 6 such semis.

Make a rose with 6 petals.

Decorate with blue tissue in the lower part of the flower.

Bind with the ribbon.
