Change color to brown.

Change color back to green

Fasten off and leave tail for sewing.
Place ends together to form buckle sew together.
Sew buckle onto hat at the brown rounds.
You could make this all black for a top hat. Red and white striped for Dr. Suess. Pastel colors for Easter.
Black and orange for Halloween. Brown for Thanksgiving.
