You’ll need:

100% acryl yarn in white color;

Double-pointed knitting needles 4,5.

Instructions

Cast on 48 sts and divide them to 4 knitting needles and knit in the following way:

1st row: knit;

2nd row: purl;

3rd row: knit;

4th row: purl;

5th and 6th rows: knit around;

7th row: knit;

8th row: purl;

9th row: knit;

10th row: purl;

11th and 12th rows: knit around;

13th row: make holes for cords: yarn over, knit2tog through back loop;

14th row: repeat 1st-12th rows. Then, work with 2 knitting needles (24 sts) with knit sts, and on other 2 knitting needles (24 sts) – pattern (upper part of toe).

Heel

Make 7-10 cm cloth: in RS rows – knit sts, in WS rows – 1 st, slip without knitting, yarn in front of work, then: divide 24 sts to 3 parts: 7 + 10 + 7 sts. Knit only central (7 + 10 + 7) 10 sts, make decreases in the end of every row, making 2 sts together: in RS row – knit2tog, in WS row – purl2tog. Knit this way until there are 10 sts left on the knitting needles. Lift side sts and knit around, making decreases until there are 12 sts left on each needle.

Relief Knit Slippers does not have enough information in this pattern. What does it mean at heel make 7-10 cm. cloth? Does this mean that I should knit 7- 10 cm?  Where is the pattern for the ties?

Yes, it means, that you should knit 7-10 cm.

I need directions for the pattern on top of foot for Relief Knit Slippers. I don't know how to knit it just from looking at the picture.  I don't know what to do by looking at the graph.
