Struggling with a crochet pattern

Hi all,
I'm currently working on a crochet blanket and I'm having some trouble with the pattern. I'm not sure if I'm misunderstanding the instructions or if there's a mistake in the pattern. Has anyone else run into this problem and found a solution?
